    Time is an issue for all aspects of an outreach effort.  According to Penelope McPhee of the Knight Foundation, one of the most overlooked necessities of implementing innovative programs is the amount of time it takes to establish, fund, and secure them.  Having a reasonable long-term plan is very helpful.  She also mentions how musicians should be a primary resource for outreach activities because they tend to stay with the organization longer than people in other parts of the organization.  Consistency is helpful in building relationships.  This applies to the relationships with program participants, as well.  Gil Noam, a Harvard Professor and Researcher specializing in afterschool programs that support adolescent development ( PAER ), recommends that the minimum time commitment for a positive influence between a mentoring adult and child or adolescent is one year (or school year) of regular interaction.
